Recycling polystyrene

Council villains! Villains I tell you villains! Money hungry pompous little swines - sorry, I’m sorry, my emotions seem to take over…often.
All I want to do is dispose of a little polystyrene packaging responsibly and do they (council) help? Nooooooooo unless I’m willing to pay them extra! Rates aren’t enough. Should I put it in the garbage bin? I check their website and all I get is a small list of companies that will recycle only ”large” quantities of polystyrene. I think it would be easier if I put it in the garbage and the council gathered all the polystyrene for the recycling companies, isn’t it?
“Avoid purchasing products packaged in polystyrene”, the website says and so when a pauper like myself finds an item going on special, I’m supposed to let it go… why? So that I can save enough money to pay the increased Council rates? And FORGET ABOUT LIVING?
I just don’t feel I’m getting my money’s worth… what does a pauper like me do about it?  What at my easy options?
Am I wrong in thinking that the council is only interested in lining their pockets with our money and are unconcerned about the environment?
